Operations Manager Needed for Property Development Firm based in Centurion

PURPOSE OF POSITION:
Responsible for the day-to-day operational management of retail centres, industrial & office buildings (“the Buildings”) across South Africa:
The management of various components of the Buildings – e.g. mechanical, maintenance and repairs, tenant installations, regulatory compliance, inspections, management of building caretakers, service providers and contractors, day-to-day activities within and around the Buildings, preparation and management of an annual budget, general building operations etc – and overall understanding of how all these aspects fit into each other in order for the Buildings to be managed successfully;
• Optimizing the Building’s income stream by establishing and maintaining mutually beneficial relationships with the Buildings’ stakeholders;
• Ensure tenant satisfaction and effective operational management of the Buildings;
• Support and report directly to a Portfolio Manager.
KEY RESPONSIBILITIES:
General: Operations management is focused on the day-to-day running of the Buildings, including managing resources such as people, equipment, and materials to ensure that the Buildings runs smoothly and systematically. This includes facilities management (“FM”). FM involves the routine, strategic maintenance, and upkeep of Buildings to ensure it meets various standards: e.g. statutory & regulatory compliance, safety, energy efficiency, and functionality.
• Soft FM Services: Means FM services relating to the usage of a facility which will make Buildings more pleasant, comfortable, and safe for its occupants.
Soft FM services include but are not limited to services provided by third parties for the Client’s account:
• Cleaning services
• Landscaping services
• Hygiene services
• Pest control services
• Security services
• Waste management & recycling services
• Car parking services
• Utilities reading/monitoring services
Statutory and regulatory compliance in respect of the above, which include the Occupational Health & Safety Act (OHASA) and its regulations
• Hard FM Services: Means FM services relating to managing the physical structure and aspect of Buildings, and which affect the safety and welfare of its occupants and visitors, and as such, are required by law (i.e. statutory and regulatory compliance).
o Hard FM services include services by third parties for the Client’s account:
• Building maintenance, which includes specialist repair & maintenance & general repair & maintenance; and
• Statutory and regulatory compliance in respect of the above.

• Maintenance types:
• Corrective maintenance: Means unscheduled maintenance, and includes day-to-day, and urgent, ad hoc maintenance and repairs to fix equipment or facilities after they have broken down. In many instances this will be reactive maintenance matters, which impacts the tenants’ use and enjoyment of their premises and/or a Property and Building’s common area and amenities.
• Preventative & scheduled maintenance: Means pre-planned, periodic and/or scheduled maintenance work/servicing, as reflected in the Client’s annual Property and/or Building budget and/or for which special provision is made for by the Client, that must be completed within a set timeframe.

o Specialist repair & maintenance:
• Electrician works:
• Electrical infrastructure
• Lighting infrastructure
Energy management, including generators & solar, e.g. Client installation of roof solar and installation/malfunctioning Property and/or Building generators and/or backup power infrastructure, linked to issuing of electrical COC
Plumbing works, including water management, e.g. installation of Client’s water tanks, water pumps & boreholes and malfunctioning water tanks, water pumps & boreholes, linked to issue of plumbing certificate
• Mechanical & structural engineer works
• HVAC systems
• Elevators and escalators
• Gas works
• Fire safety systems
• Security features, e.g. installation of CCTC & other specialist security features
• Maintenance work, services & servicing linked to 2(b) below
General repair & maintenance: Maintenance not falling under above and/or other specialist maintenance repairs. Examples: roof gutter cleaning, painting of building, external building touch-ups, parking area repairs & painting, palisades erection, tiling, cement & plaster work etc.
Hard FM services: Statutory & regulatory compliance in respect of Building maintenance – Statutory and regulatory compliance in respect of the above, which include the insurer’s required compliance, OHASA and its regulations, the National Building Regulations SANS 10400, which establishes minimum requirements and standards for various aspects of building construction, including structural integrity, fire servicing & safety, building plans submission (including occupancy certificates), energy efficiency (including energy performance certificates), ventilation, sanitation, electric fencing, and accessibility.
• Monthly meetings & reporting
• Management reporting and meetings
• Schedule meetings to manage relationships with stakeholders
• Coordinate with management, security, cleaning, building caretakers, service providers, suppliers & vendors etc
• Stakeholder management: Engage and maintain good relations with all Buildings stakeholders, including:
• Owners
• DNPM team and building caretakers
• Service providers and contractors, including security, cleaning and facilities’ suppliers & vendors
• Government: Local authority (including building/fire/health inspectors), Department of Labour, SAPS, emergency services etc;
Tenants, including:
• Respond promptly to tenant queries and maintenance issues
• Ensure tenants comply with house rules and lease agreements
• Understand tenants’ businesses and industries, keeping abreast of industry trends
• Facilitate tenant meetings for improvements or changes
• Public in general

JOB ENCUMBENT REQUIREMENTS:
Experience / Education: 5-8 years’ operations manager experience in the retail, industrial and/or office property management industry. Minimum qualification grade 12. A business or a property related tertiary qualification would be a recommendation. Retail shopping centre, industrial and/or offices buildings’ operations management experience essential.
Skills required: Building operations management, business writing skills (specs & house rules), people management skills, IT literacy (MS Office suite, including excel), administration skills, valid driver’s license (visiting the Buildings across South Africa will be required from time-to-time)
Knowledge required: Property / centre management industry (advanced), basic technical knowledge, contract management, elementary financial management, workable knowledge of policies and procedures, in depth knowledge of building operations and facilities management, knowledge of statutory requirements impacting building operations, general business acumen.
Competencies required: Problem solving & decision making, customer relationship building, communication, team leadership, financial & business acumen, confidence, assertiveness; negotiation; analytical thinking; tolerance for stress; resilience, time management, ability to work independently, attention to detail, strong communication (verbal & written), and well organised
Salary: R40 000- R45 000 Gross: Depending on the Candidate’s current salary, skills, experience. Salary is negotiable.
